Develop SMS (Text Message) PHP web app for Twilio or Nexmo API

I need a web app developed to work with the Twilio Api and or Nexmo Api. If you already have one built please message me the link to demo. To be considered please explain project as you understand it in private message. Thanks! Superuser/Admin Experience: 1. Can create & delete client accounts. 2. Ability to control cost per text/credit pricing if Client Users choose to send text messages without prepaying for a bundle. 3. Can create and price text/credit bundles/packages for Client Users to purchase. 4. Ability to set up PayPal payment portal so user clients can purchase & pay for credit bundles. Client Experience: 1. Client can buy text message credits and pay using PayPal portal. 2. Client can buy a phone number and pay using the Paypal portal 3. Client can upload list in CSV format of their contacts and name it as a group. 4. Client can send single SMS/Text messages or select a group to send bulk text messages to. 5. Client can choose to pay per text in which they will be charge number or text messages sending X cost per text before they are able to send out the SMS/Text Message.
