Desktop "Gauge" Applet (Gadget?) and interactivity to Database

Trying to provide you "two numbers" -- 0-100 and similarly 0-100 via the web Would like them to display on a desktop "gadget" showing a gauge of 0-100... and reach out to the web on designated intervals to update the number -- like a thermometer or speedometer. Something Like Attached. And a Beep if the status % changes We'll also provide a "message" which we'd like to scroll across the bottom like the attached. We'd have to be able to provide multiple installations with DIFFERENT "two numbers"... Differnt client names and each would have different web addresses to retrieve three data fields. Would like to mock up an example... then we'll get to costs to implement for hundreds of clients. Trying to get a fixed price to test... then go from there. See attached.
