Adobe Premiere Pro CC (2014) SDK plugin - video transcript importation and video-trnascript association

I edit video depositions for a living. I work with time-synced deposition transcripts in MDB format. I need an Adobe Premiere Pro CC (2014) SDK plugin written that does the following four things: 1. imports a time-synced transcript in MDB format without changing a single character into Adobe Premiere Pro CC's text metadata. 2. creates an SSC closed caption file based on said MDB 3. allows for automated segment creation based on page/line range importation 4. allow user to export transcript text of segments in PDF/Word format after edits have been made (1) The plug-in, when launched, should allow user to "import transcript". The user would be prompted to browse, select a previously created MDB file which is an official court reporter certified transcript time-synced to associated video. The plugin imports the transcript EXACTLY AS IT IS into the metadata, page:line ranges and all, without changing any formatting. (2) In the following action, without prompting the user, the plug-in creates a closed caption file in ssc format using the aforementioned MDB file; which already has the time-stamp associated with each line of text. (3) In a separate action, the plug-in allows user to "execute clip list". This function can work one of two ways, whichever is easiest for developer to implement efficiently and accurately: (preferred) It creates edits in a timeline based on page:line range of the transcript, or (acceptable) it does so by time-stamp ranges. The user, having already created a project, imported the associated video and run the actions of 1-2, then executes a previously created clip list of transcript designations. This clip list consists of page line ranges: 001:06-002:03 002:07-003:11 004:06-007:22 Or time-stamp ranges: 00:02:43.352 - 00:02:46.108 00:04:49.417 - 00:05:06.365 00:06:28.000 - 00:06:46.157 The plug-in accepts these data points, creates edits, ripple deletes video segments found outside of these values, and the user is left with a series of segments on the timeline make up the designations. (4) Finally the plugin must allow for exportation of the transcript text in the cuts after edits have been made. If the project is successful additions will be wanted.
