Customization to RSVP system for vBulletin

I need to have my existing RSVP system customized to include the layout and functionality. The RSVP system will be used to facilitate sign-ups for various events happing simultaneously on any given day—such as a convention or other large event. I need for each event to be sorted by the time of day and appear side-by-side for the given time slot. Each event will be a “Box” that includes the event name, the host, and anyone who has submitted a RSVP for the event. This system is already tied into the authentication of the vBulletin software so the Username is what will be presented. Below are the fields that the "event creator" need to have when submitting an event: Event Name: Text Field Host/GM: Text Field Slots: Drop-Down list numbered 1-64 Cost: Text Field for numerical value. If no value is entered, a check box needs to be activated that indications the event is FREE. IF a numerical value is input, an additional text box must be included so that the host's paypal e-mail can be entered. Furthermore, I need to have a management control area where events can be added or deleted as well as full control over the amount each detail of the event. Permissions need to be based off of WHO created the event. Administrators and moderators must still have permission as well to edit and delete. Lastly, I need to have a payment system for the event, such as Paypal. Once a user RSVPs for the event that requires payment (see above), they will be taken to a paypal screen to pre-register/pay for the event they are signing up for. This will interface directly with PayPal and will automatically include the host's e-mail address as the payee.
