Convert Vbulletin to UTF8

Hi i have a Vbulletin forum in hebrew ,

the board is working on windows-1255 encoding , i need someone to convert the forum to UTF8

so it will look good when the browser is set on utf8 - i need to do that cause i need to import another DB wich is UTF8

please bid only if you are experienced in this sort of job should be a very simple task
