Create an app to generate some basic legal documents in pdf format for smartphones and tablets

We want to create an mobile app that can generate from 3 of our legal documents a personalized .pdf formatted document that a client could print out and sign. Basic input fields and simple database, to store names, addresses, phone numbers and birth dates. Some basic information about the documents and able to use micro-transactions for additional documents purchased through the app. We can create design features, buttons, images and such.
