Business Community Portal Site

We need help building a business community portal site. The main part of the site will be listings for businesses (about 100 of them) sorted by catagory and searchable. When you click on a link, you will see a descriptions of the business, contact information and a few pictures (if they choose to have them). On the backend, we need to have a page where users can upload their photos, change the information about their business and so on. One important feature will be an area where they can choose what services they use (i.e. cleaning, copy equipment, accounting services, etc.). Based on the choices they make, they will be 'matched' with other businesses listed on the site. We would also like emails generated based on this information (more informaiton later). What we are looking for is someone to help us with the main functionality of the site. Page design and interface will be handled by us. We would like to provide you with wireframes of the pages and the desired functionality and have you build the back end.
