Convert website to mobile website

nic has an ordinary website that we want to convert to a mobile-friendly website. The site can be viewed at http://m.whois.nic.com. It is a whois service for users. There are five pages. [login to view URL] is the home page and it displays a form for the user to enter a domain name. When the user submits the query a backend script passes the query to the appropriate registry to fetch the whois data - that script already exists and is not part of the project. If the domain has been registered the script displays the second web page [login to view URL] That simply displays the plain text the registry returned about the domain ownership and repeats the submission form for the user to check another domain. If the domain is unregistered the site displays an alternate page [login to view URL] which invites the user to try to register the domain or submit another domain to check. The last two pages are simple static error pages displayed if people abuse the system to try to harvest too much data (no cookies, too many requests in short time, etc.) Ideally I'd like to have a simple navigation menu: home: back: visit the [login to view URL] store. So it involves converting five html pages to a more mobile friendly site. The data about domain ownership that is put in [login to view URL] arrives in plain text with little formatting other than newlines and spaces. I need it to be readable on devices from phones to pads. The mobile site will be viewed through the android app NIC-whois which is downloadable at the playstore. I can provide copies of the five html pages to the developer.
