Develop language file system for htmp/php/javascript application

I have a web? application written in HTML/PHP/Javascript. The user interface is in English. I want the make the web application multi language. So I need some functions to replace the English text with another language. PHP Example: Instead of echo "Error"; I want to change? that into something like: echo Translate( "Error", "DE" );? DE stands for Germany, and Translate should return the German translation of "Error" which is "Fehler".? How does Translate know that the German translation of "Error"? is "Fehler"? Because there must also be a translation file where all translations are stored. (Maybe in XML format??)? There should be one translation file for each language. The translation file will be maintained by me. The translation file must be consulted by the Translate function. If the word or sentence is found, then the translation is returned, if not, then nothing is translated and? the original string is returned.
