Database and Web Plot Creation

Hi All, I need some work done on the front and back end of our web interface. This involves creation and management of a mySQL database and querying the info in the DB to create a plot on the user front end. Data files are returned from several clients by email every day. The files contain information logged every five minutes for an entire day. A full data file is attached. A sample is shown below: DATE TIME, Data1, Data2, Data3, Data4, Data5, Data6 30/03/2011 00:05:00, 39.99, 42.87, 32.80, 43.73, 46.46, 38.42 30/03/2011 00:10:00, 38.43, 43.44, 32.43, 43.39, 47.78, 37.97 30/03/2011 00:15:00, 37.86, 41.68, 31.71, 41.86, 45.49, 36.33 30/03/2011 00:20:00, 35.98, 40.05, 31.91, 41.07, 44.20, 37.18 Each of these values should be entered into a field in a mySQL database, allowing for easy searching of information by users. Issues: Each users data must be secure - "User" A should never see data for "User B" If a new user "User C" returns a file by email the new account should be handled automatically. I am happy to accept suggestions on the best way to perform this task. User Front End - Plotting Tools Each user will be given a personalised page with secure log in. This page will contain a plot of the user's data. The default plot should be "Data 1" column for the previous day. Users should also be able to select a range of dates to plot from the database. Plots should ideally use the highcharts plotting tool ([login to view URL]) or something with very similar look and functionality. I will provide more detailed information to interested bidders. We will need to see samples of similar sites you have worked on. All source code must be transferred to us at the end of the project. We will make milestone payments at agreed points.
