CakePHP controller/page not displaying properly.

I have web application built with CakePHP 1.3.10. Most everything is working fine. I created a new yearly report basising most the code of the working monthly report but for some reason it's not showing the page properly. The header, css and js settings aren't being put on the page.

Accounting & Finance -> Management Accounts -> Am I Making Money -> More Info
This is the monthly report that displays fine and all the JS and everything works. If you click View Annual Figures on the right hand side you will see the page with the problem. I'm sure there is something simple I'm overlooking and just need a new pair of eyes to look at the code.
