Build a state based map from a preexisting openlayers map.

What we need is a view where a map of the united states is shown (could be an SVG of the US) where you click on a given state (preferably where the state is darker colored the more items are associated with it) and it brings up a list to the right (or above) of all of the items in that state. When you hover over the state I want a tooltip displaying the number of items in that state (clusters in the existing map already have this working) . There is already an open layers map with the items on it and clustered, but it is point based and won’t map items to a whole state. The existing map is fine for some uses, but the clustering is just too busy so a state based solution is required. All the addresses (city and state) are in an address field (the module) and theres a taxonomy all set up giving each item its state if its easier to implement that way as apposed to using a geo based system (something like the jsmap module perhaps). This is a bit of a challenge so please have experience with mapping and either jsmap or some kind of svg mapping systems before applying. If you are good at this stuff it shouldnt take very long as almost all the work, but the actual view is all done, but I understand if you are good you will charge accordingly :)
If you get the bid you’ll have access to the dev server of the site and will be able to install modules via the integrated module installer. If module modifications need to be made they can be sent to me and I will get them wherever they are supposed to be immediately.

There are other modules, but sadly at this moment [login to view URL] is being switched over to Drupal 7 so I can’t pull them up, but you should get the idea.
