Creat Admin for Flash Character Movement

I am looking to create an admin section where I can upload flash character files with sound and an embedded code is attached to each one which can be copied and pasted and inserted in html files. Each file uploaded must be tagged/referenced by the admin by adding a Title as well as a Description of the contents of the file. Admin can add/remove these flash instances.
