I am in the process of launching a new site and I need a professional to help me design and optimise the website.

Like I stated, I am in the process of launching a new site and I need a professional to help me design and optimise the website.
The site is based on first aid and I want it to be the organic search friendly.
The website would have something like the following pages;
1-Home
2-Topic 1
3- Topic 2
4- Topic 3
..........
10-Store 4
11- Contact us... e.t.c.
I have started designing the site myself but want to hand it over to a pro. The site is already registered and the site name is **[url removed, login to view]**. The service provider should look at sites like **[url removed, login to view]**, **[url removed, login to view]**, **[url removed, login to view]** e.t.c. to get an idea of how the site should look and feel on completion but should ideally be modelled on **[url removed, login to view]**.
I need somebody reliable to work with as this is going to be a long term relationship. I already have the content for the website and I have arranged the possible tier structure of the site on an excel sheet.
The site is hosted on an integrated platform provided by **[url removed, login to view]** which has a lot of other resources for hosting and optimizing a site.
I will provide the access to the dashboard of the site to enable to building of the site and also provide the major relevant keywords as spooled by me to enhance the optimization of the site. The service provider will have to come up with other relevant keywords for optmization of the site.
The service provider should:
• Have the experience, or at least be able, to work with and on integrated platforms such as **[url removed, login to view]** and **[url removed, login to view]**
• Should be able to get the site into top 10 rankings on google with lasting effect using White Hat SEO meaning no tricks.
• Be capable of building a site based on health, fitness, education e.t.c. using popular HTML editors and graphic softwares.
• Be ready to make minor adjustment to the completed site between 1-3 months after completion of the site.
I will be adding adsense, affiliate links, amazon store etc to the site as the time goes on, therefore I am looking forward to a long term relationship. I have also uploaded excerpts of the site content for perusal.
I am ready to offer between $150 - $200 and the acceptable completion time is 21 days. Therefore guys, I am looking forward to working with you.
