Creation of a Wordpress template with data management attributes

We are non-profit organisation creating the beta phase of a website that aggregates incidences of hateful speech by people of influence in Europe and North America. In addition to providing a searchable database of incidences, we would like the ability to use the metadata for each incident to chart worst offenders, track frequencies of incidents across geographic areas, track uses of different media (including social media) and allow for the publicising of search results on social media. We would like to use Wordpress in order to have a manageable, sustainable platform that can be functional at low cost over a long term period. Ideally we would like a platform for testing (i.e., fully functional, but without final graphic design) and UI modifications. We will provide all content and final graphic design after the beta phase is complete.
