Create SVG links?? - open to bidding

I have three images that I need made into SVG files that i can embed into a web page with portions of the images linked to other web pages. I have been able to get this to work in chrome and firefox, but not IE. I got two other files to work in IE, but I can't remember how. I know nothing about this stuff, and its a ridiculous request, but I can't build my page without it. Hope you can help.
