Build a Weather Website from scratch - Team required - repost

NOTE - Anyone who submits an hourly rate without even reading through this project brief will be ignored. If you do not talk about the fact you can build a weather website and don't give an estimate how long it would take to build I know you have not even read the requirements. I want to build a complex new website and am looking for a team that can help me do it. The site will serve a particular user group and will display significant amounts of weather related information so if you have worked on weather sites before that is an advantage. The site will be very similar in functionality to the website: [login to view URL] Except it will look different and have a different purpose. It will however have virtually identical back end requirements to collect weather files from various organisations, mine those files for data, store it in a local database then display that data graphically, similar to the graphs shown in the website below: [login to view URL] I am looking for a team of people that can help me build this site. I believe it would be best two have two developers (one front end and one back end), a graphics designer full time for the first few months and a full time tester once we are ready for them (If you think otherwise I am open to suggestions). I am an IT project manager by profession and have a fairly good idea of what I want but I need some quality, dedicated developers to help me do it. I will create user stories to help guide development of the site and I have a good idea how the site will be organised, I will also secure data sources from the organsiations that will provide the weather files (NetCDF and GRIBB data files) I need developers that can - refine the user stories I’ve created - architect an end to end solution - decide on software stack, cloud hosts, Dev / Prod environment setup - code the front end - code the back end - test the site (with assistance from a tester) - Commission and go live I will also need a good graphics person that can create the look and feel, icons, graphics etc. If you have someone you work with that is suitably skilled that’s a bonus. Ideally I work with a team that are all co-located. At this stage I am looking for three things, to see if there is a group of people out there that could work on this site and would be interested in discussing it further, a rough price on getting the site built and an estimate of the time required to build it. Given I have not actually given requirements for the site I would like you to give an estimate on price and the time required to build the [login to view URL] site from scratch.
