Anime avatar system for website

We would like someone to create a custom avatar system with the following features mini anime looking characters male or female ability to change skin color to many different shades of colors different types of hair and colors different types of facial hair (same color as actual hair) ability to select body, face and leg width ability to choose shoes for men and women and colors ability to choose shirts and different colors ability to choose many kinds of hats ability to choose pants / skirts for women and men and colors ability to choose gloves and colors ability to choose glasses and colors ability to choose eyebrows (same color as hair) ability to choose mouth ability to choose eyes and colors ability to choose nose This will be connected to a site and will be used for the avatar on user profiles. We would like to also hav different emotions for the avatars, here are the emotions we want.
