Applying template to Joomla

I have 2 separate components to this project. The first is to understand Joomla and creating a site using Joomla. This includes creating sections, users, menus, new modules etc etc You must also know theme's very well. I will want you to take a template and produce a theme based off of that template. It is a flash template. I'm thinking just add the flash banner to the top and remove the top menu bar so the content is flush with the top banner. To manage future menu's we will want a link in each menu to say "more" and have users directed to a new menu page. This way we keep the flash and extend our menu. Once the site looks good we will then need to transfer it to another instance of Joomla. Consider this a staging and live process.
