Create a custom forum

I need a forum website created that will basically have all the same functions as a standard forum but I would also like: 1)Ability to post polls. 2)Registered users will be required to fill up a detailed registration form which will allow them to post messages in selected posts only based on their details. 3)Users who create new posts should be able to select what kind of users are allowed to post responses. 4)Search engine friendly URLs and meta tags on all post pages (based on contents of post). 5)Sitemap listing all posts by category. 6)Random posts shown on homepage as well as counter showing how many members and their details. 7)Ability for administrator to create aliases and post responses. 8)When users post a response their details are shown above their post. 9)Users will receive an email telling them of only new posts that they may be interested in. 10)I will want the website to have a nice template and not look like a forum. A lot of the above features come with most standard forum software but I have listed them above anyway just to be sure.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
