C++ Windows Dial up

We have a problem. Trying to use the Win32 RAS API using the C function RasSetEntryProperties. Our code works flawlessly in Windows 2000/XP. However it fails with system errors in Windows 98 exactly on this function call. We have already set the Windows Version in compile time to 0x400 to pickup the right size STRUCTs for RASENTRY (win98) and still no good. Need to know how to create a phone book entry (default phone book) using RasSetEntryProperties in Windows 98 (compatible with 98/2000/XP). Please do not bid if you have no clue what I am talking about. If you have seen and solved this problem, please send us solution. Work will be completeted when this part of our code works flawlessly in Windows 98, NT, 2000, and XP.
