Design a PCB for the given Schematic in eagle.

Why you need those BSS123 just to shift the logic? Because the 3.3V Tx line will normally work with 5V MCU easily and a diode divider will do the job for Rx line pretty easily. I use that kind of mechanism mostly to interface the ESP8266 to 5V MCU. Will design the board in single layer hoping that you are going to use home made PCB, because nowadays making 2 layer PCB costs almost same as single layer unless its made using screen printing technology. I'm almost a DIY PCB maker all my life in Eagle. And to be able to do it at home, I can only make it single layer. So I have a lot experience design PCB on Eagle for single layer. Always try to make it as small as possible, and less jumpers as possible. Contact me and we'll see.
