Bluetooth Low Energy schematics and pcb layout

I require a skilled engineer to design schematics and layout a miniature PCB for a BLE project. You will be implementing a design with the following components: 1). BLE module such as the Bluegiga BLE113, alternatively a Nordic nRF51 based Soc (Laird BL600). I like the Cortex M0 on those devices. Preferably a module based device with relevant international radio approvals. 2). MediaTek MT3339 based GPS module from GlobalTop (Gmm-u2P) or Ascen Korea (AKMU2P) 3). Small rechargeable Li-Lion battery (150-200mah) and charger circuity. 4). Micro-USB connector for power/charge only. Emphasis will be on power consumption reduction such as also using the DC/DC converter from TI (TPS62730).
