The objective is to create a workflow designer with simple interface like described here [url removed, login to view]
The designer should have steps(process) and step properties
1. Step name
2. Status (multiple)
3. Other
And decision boxes will depend on status of previous step.
All steps and properties of steps to be saved in database.
You may have to simply host windows workflow designer in this application and customize it to have those properties, however it depends on your expertise and comfort.
