C# WPF Expert for Quick Turn-around of a Mini-Project

I am looking for a C# / WPF expert that can help turn my PDF mockup into a reality (please see attached). Essentially, this mockup is a configuration utility for a runtime software that is made up of multiple 2x2 cells called "matrix_groups". These matrix_group have 2 different layouts as shown in the PDF mockup. Based on the screen size and the resolution, a user is allowed to select how many rows and columns they want to be able to see. Once configured and the user clicks save and run, the software will run the configured layout in full screen mode waiting for incoming via serial over TCP/IP. To read the serial data, you will be creating a simple TCPListener that will parse the incoming string and pass it to the appropriate matrix_group and affect the appropriate cell within that group. The matrix group can be made up of 2 different types of cells, cells that just contain 3-4 letter words or cell that contain a numeric value. This information is specified in the configuration prior to running the software. Each matrix_group has a 4 digit identifier for its group GG and unit UU. The serial command will contain this identifier to tell you where the command should be routed. Once you have this info, you will also be provided with the appropriate row and column to be able to properly identify which cell gets updated. For the most part, you will be changing the foreground and background colors of the alpha cells and the numeric values of the numeric cells. Scope of the project involves the following: - Create the GUI per the attached mockup - Create a smart user control for the matrix_group of 2 types (layout 1 with 2x2 cells & layout 2 with 1 long cell in row 1 and 2 individual cells in row 2). The dimensions of this matrix_group and its cells will be dynamic based on the screen resolution specified and the number of columns and rows of the matrix_groups being used. For example, if a user wants to show 4x4 matrix groups on a 1920x1080px screen, each matrix_group will be 1920/4 = 480px wide and 1080/4 = 270px tall...this in turn will dynamically change the dimensions of each cell along with minor padding between each. -- Each matrix_group will have the following attributes: Group (2 digit integer), Unit (2 digit integer) and Layout Style (see Layout Style 1 & 2 in attached mockup) -- The cells of each matrix_group will have the following attributes: alignment (left, center, right), field_type (alpha or numeric), default value, bold (if text to be bold), foreground_color, background_color -- Regardless of alpha or numeric, each cell will contain upto 4 letters or digits in ALL CAPS...each cell will also use a TTF font specified by me. - Make the program functional - Write a simple TCPListener and Command Parser (there are only 2 commands, each with approx. 3 or 4 attributes) Once you satisfy the requirements, this mini-project will be considered complete. In all honestly, I feel that a C# expert can tackle this program in 2-6 hours depending on how well you understand it. In order to qualify to bid on this project, you must put together a simple demo to showcase your abilities or show me a simple WPF based C# program that closely resembles this project.
