Create a whole app inc. logo and name and design.

Hello. I want someone to create an app for me that works like this: When i have downloaded the app, it should affect all my recording devices on my phone wether it is on my regular recorder for example on iphones, or an app like Snapchat and etc. There should appear a little button on the screen, that swaps the directions when i click on it. And by that i mean, when i click on the button it should close whichever Camera the device is using, and open the other one. By that give the oppurtunity to record from the front and back camera on the phone without needing to make a new record. PS: i dont have alot of Cash, so it should be done for a plane price, and you should be able to slightly educate me on how the app store and google play works as a platform. And be able to put the modifications that i require. You should be able to find a proffesional name for the app, and design, i will make the website for it myself.
