Create Podcast4Africa for old GSM Mobile phones and new 3G/4G Android / iOS devices

We need to make a Podcast to transmite information in African countries, where most of the mobile phones are still on GSM (2G) mobile technology (No Android or iOS devices), of course that the solution to be implemented shall include access to devices with these more updated Mobile Operating Systems. The information will be on the format of MP3 (audio) and PDF (text). We are looking for a low cost solution because the target population is extremely poor, in rural areas and remote areas (families with 1 to 2 US$ / day of income). We look for someone with enough competence to follow the project from its conception to the final diffusion stage, through the implementation and testing phases. It will be a value added, someone with a working and demonstrable solution in this area. In principle the server will be Linux and with CMS Wordpress but we are open to suggestions.
