Add FILE UPLOAD support for webview android application for android smaller than 4.4

In the attachment I have an app. Basically it uses WebView and uploads photo to server. Problem is: it works fine for android > 4.4 devices and phones however for some android devices (android < 4.4) and phones FILE UPLOAD does not work. For example click the "Resim Seç" button, take photo, save and click "Gönder" button. And you can test if file upload works or not. If it says "Imaj dosyasi yuklendi!" then it is working. If you can not see this text then it is not working. Add FILE UPLOAD support for webview for android < 4.4. It ALREADY supports FILE upload for android > 4.4. Price will be given after test results. IMPORTANT: It should work same for all android phones having Android 3.0 and above
