Customize CodeCanyon apps

My budget is low for this project. Looking to buy an existing template, mobile app from Codecanyon and have someone to customize it. Looking for an Android and IOS version or universal. here are the requirements, there will be two parties, 1) agents 2) principle 1) Agent have the ability to take pictures/videos, upload to the server 2) Agent have the ability to add a message along with the picture/video they upload to the server 3) Agent have the ability to add a message only to the server. 1) Principle have the ability to view the pictures/videos the agent uploaded to the server 2) Principle have the ability to view the message the agent uploaded to the server.
