Augmented reality image recognition mobile apps

Hi there,
We were a webdesign company in the uk and are getting into mobile apps, specifically using [login to view URL] as a partner and need a system to do a similar thing for ourselves as Aurasma now charge an arm and a leg per app/client aura. SO need a good alternative
We need a mobile app for iphone, ipad and android if possible. We need to be able to customise the splash screens and then have a web based control system to allow easy adding of trigger images, overlays, add video, .flv files as you can with other AR apps...
We use Dreamweaver CS6 and would like it to be editable in this environment for client customisations possibly, then using cs6 to phonegap build service...add any augmented reality sdk and then we can publish a package to app store or Google play.
So a HTML, CSS Javascript setup like a website would be great and then the augmented app bit dropping in some how...
We are looking at wikitude as a possible but would need to lease as this is all new to us...we are testing out their sdk at the moment...
other options welcome
We would be then need to use files again to create other skinned/custom versions of the same augmented app for our different clients....
We would like to build a good working relationship with our chosen freelancer to help make changes and develop the apps as time goes on...we are flexible as to fixed or pay per hour? depends on ease
