In my most recent experience, I have been leading iOS and API development at TouchOfModern and extremely high volume eCommerce system with millions of app downloads and high amounts of daily usage. In a previous version of the app I built the iPad version from scratch and recently built an entire new version of the app from the ground up including the server side. From the sound of the application we would need to build out some work on the server-side as well. The easiest and fastest (while still maintaining scalability) would be a simple Ruby on Rails or Sinatra server that would primarily act as an API layer for the database. There would be 5 milestones to the project: 1) API/App Documentation: In this stage I would build out technical diagrams of server communication and the client app code structure. Detailed JSON documentation would written up so that we know exactly what server responses need to be handled and sent back and forth. This stage is very necessary for building a clean highly efficient app that doesn't feel built "on-the-fly". 2) Server setup and API Responses: In this stage we I would setup a Sinatra or Rails server and verify that all POST requests are returning the correct JSON. 3) iOS app primarily works functionally but not all graphics or animations exist yet. 4) iOS app seems to be in completed state other than potential bugs. 5) App has tested and agreed to be in complete stage.
