Hi I can help you, I have done this about 20 times and I am well aware of the php script for sending notification and certificate creation for APNS. If you have a mac system I can help you through teamviewer, or else you should share your developer account details and I will create the certificate in my Mac. Also there should be an API to register the device token to your server database for sending push notification, I am not sure whether that is already done. And another important thing your server must support port forwarding for sending push notification. The port number is 2195, this must be open for APNS, and I agree with your payment terms.
