Android WebView Wrapper with background geolocation

I build mobile web applications and I need an Android application that wraps the site in a WebView.
I have my own code with apps in the Market already, but I am looking for more advanced functionality:
1. pull the bundle of web pages and store them locally, then run them in a WebView off of that. (note that the "bundle" of pages is only one gzipped file) the idea here is so that if there is no network then the app can load the previous bundle.
2. build a Service to geolocate and pass lat/lng/accuracy to a JavaScript function from the "bundle" every minute or so in background.
3. deliver standard Android notifications based on the return of that JavaScript function.
