Creating a very simple inventory control program for Windows

I'm looking for a very simple inventory control program that runs on Windows. It will not integrate into any accounting program. Allow a physical inventory to be taken 2. Print Physical inventory sheets 3. Hand scanner should read manufacturer's upc codes 4. Allow items to be scanned by hand scanner on a PC when are sold 5. Allow items to be scanned by hand scanner on a PC with received 6. Auto-generate a report of items below minimum stock level 7. Allow reorder report to be sent out automatically to multiple email addresses 8. Auto-generate a report of items sold by week, month, year 9. Error codes should be created and have documentation in english so a non-technical person understands the problem 10. All error events should be sent to multiple email addresses without user interaction required. 11. Source code must be supplied for code review and future updates 12. Application must be very easy for inexperienced users 13. Price is important. this is a very small business. 14. Support must be available by phone and email. We are US based in the Chicago area. 15. There should be no type of advertising in the app. 16. W should be able to edit the company name displayed at the top of the app. 17 No developer name should ever be displayed.
