This is not a difficult project. I have experiences about building a wiki site, which needs making user profile, login, comments etc. and the only difference in here is to upload videos instead of modifiable text. I hope you may even find some working open source code if you wish, and I will be glad to develop it for you from the scratch if you want. It will be just a hobby to me after a while and I like to do it this time using javascript and python despite the fact that I am a serious fan of C/C++ programming languages.
