Development of a presentation tool using HTML/JavaScript

We are looking to develop a HTML based interface which utilises standard transition effects to layer graphics and text (all supplied) for an interactive interface for a Joomla 1.5 website. The component should support CSS and the Joomla language file structure with a view to using Joomfish to translate content in the future. We suggest using Joomla articles for holding the text, the module could then strip content from the articles and present in the interface. This would make it easy for translations or changes in future. It would be ideally configured as a Joomla module/component but at the very least be able to run within the builtin "Custom HTML" module of Joomla 1.5. The transition effects would ideally utilise Mootools 1.1 library as it will be running in a Rockettheme template.
