Android Mobile app: To allow customers Pay Cellular Bill

I want to create a clean and simple android app that will allow customers to pay their Cell phone Bills fast and easy. The app should have 1 main page with a breakdown of the the cell phone companies. The customer should then be able to select the company they want, which should bring them to a second page where they can select the amount they wish to apply. Once they select the amount to apply they will be directed to a payment option where they can pay via paypal or [login to view URL] with Credit Card. When the payment goes through, I should get notified and it should let me know the customers phone number and payment amount. We will set milestone payments, which we can agree upon after project is awarded. We will require testing on app functionality before fine payment is awarded.
