Add help function for English and German help

**New ProgramPropertie language:** Add a new parameter to the program properties. **Read/Write help node:** Write the command help to an xml node/tag insight the command tag. **State help equal to command help:** Implement the same behavior for the state help. ** Icons for state and command workflow:** Use image additionally for the command Button. Use image additionally for the state Button. ## Deliverables **New ProgramPropertie language:** Add a new parameter to the program properties. The new Parameter "language" should be set to "en" (language="en") to display the English help. When language="de" the German help should be displayed. Add the functions to load/save the parameter in the [login to view URL] - ProgramProperties - language. Add the functions to display, edit, save the parameter in menu - Option -ProgramProperties. **Write help node:** Write the command help to an xml node/tag insight the command tag. Currently the command is saved as an attribute "help=" in the xml node. It is not possible to save other xml or html content as an attribute. So I need it as an xml node/tag. If the command help has any content ( != "") save it in a node named "[login to view URL]" when language="en" and "[login to view URL]" when language="de". The command attribute "help=" is no more needed to save help content. **Read help node:** Read the help form the attribute "help" when content exists. Read the node/tag "[login to view URL]" when language="en" and "[login to view URL]" when language="de". When the node exists and the content is not empty ( != "") set the content to the command help. (overwrite the attribute) ** State help equal to command help:** Implement the same behavior for the state help. So the state attribute "help=" in is no more needed to save help content for the state. ** Icons for state and command workflow:** When the video property of a command contains an image (width, height smaller than 33 pixel) use this image additionally for the command Button. When the video property of a state contains an image (less 33x33 pixel) use this image additionally for the state Button. You have to use only free source code. You have to test your solution. The code has to be efficient.
