App - Simple Photo Animation Game

I require a simple app which will show an image and allow the user to touch parts of the image, making it move slightly. The animation needs to be fluid on the touches.
I want the touches to relate to a meter that accumulates or decumulates depending on the accuracy + frequency of the touchs/slides on the image parts.
