Help me with Internet Marketing

We have an online project that we have been developing for the past 8 years. The project is an ongoing development of a terminology-free easy to understand online reference about traditional Chinese medicine and aims to enrich medical experts and overall health conscious people. All content in the project is original and there is a customized (paid) option that is designed to aid medical experts in any medical field - Western medicine, alternative medicine, etc. - to easily add and use Chinese medicine tools to their medical practice. Chinese medicine and Western medicine are two completely different medical fields and in my experience they do not need to contradict each other but to rather compliment each other. This project offers exactly that.
The reason we contact you is because we have no knowledge or experience in website marketing or social media marketing whatsoever. We need professionals to review and evaluate our website and come up with a marketing strategy. Our aim is to connect mainly with medical personnel and offer our project as a helping tool to their medical practice but we would also like to reach out to health conscious people who are not necessarily medical experts.
We also created a Blog in the Project. We started posting 1-2 new materials every week and each time we post a new material we also post the subject of the new material on the Facebook page to invite people to visit the Blog. This is how we keep our Facebook page active and also add new materials to the Project.
We offer subscription service mentioned above, which we need to sell to support the project. We recently created a Facebook page and a Google + page. We need someone to promote our Facebook page (thus the Project) and find the appropriate audience that would be interested in the subscription service. As mentioned above this audience would be medical personnel (with any kind of medical background) and health conscious people such as vegetarians, etc.
