Building high quality backlinks

We need 10-20 high quality backlinks, from websites which meet the following requirements: 1) Home page PR > 2 and DA >20 2) backlink must be at most 2 clicks away from home page 3) webpage where backlink is located, must have been cached b Google once last 20 days. 4) Blog comments accepted only if blog is education or recruitment oriented 5) Backlinks only from .com, .net, .gr, .org, .[login to view URL] 6) Manual submissions only 7) You have to send me 5 websites to check before, you begin submissions. I don't care about the budget, however do not bid if you are not meet the above requirements. Our cooperation will not be only the current task.
