adsense site development

I have a domain name & hosting. I also have google adsense and speedyads accounts. I am looking for someone to put content into the website and bring traffic in such a way as to achieve a good adsense and / or speedyads income. My budget is $250 maximum. Do not bid if you are going to ask for more. (However, we can later do a revenue share if you continue to update the site afterwards and it keeps earning a good income). Must abide by adsense and speedyads terms & conditions. All payments will be made through freelancer only. I will create milestone once project is awarded, and release payment based on our agreement. Do not request other forms of payment.
