Cartoon Illustration required

I have the outline of a jpg cartoon complete, as well as a completed version of a different cartoon with the same characters from a previous project. I just want to make some minor changes to the cartoon and then have it completed. I want to hire someone to complete this cartoon to a similiar or higher standard than the previous version. The one thing that makes this project slightly different is that I want both jpg and svg versions of the cartoon. The SVG file should have an outline layer that draws smoothly in Videoscribe. Experience of Videoscribe would be a big asset, but not critical since it can be very quickly learnt.
