Convert JPG/ PSD file into HTML (Urgent)

Need to convert JPG/PSD files into HTML urgently, as it is used as an Electronic Direct Mailer (EDM). This HTML file is sent through outlook and has to be compatible when its sent from outlook to outlook, outlook to imail, outlook to gmail, msn and yahoo, on different browsers such as google chrome, internet explorer, firefox. Basically this Electronic Direct Mailer has look the same in all of these different interfaces, where alignments, lines and pictures are in proper. Need to by tomorrow afternoon. Need someone who is very proficient and get this done fast and accurately. Whoever accepted this job, but is not able to do it well, which means there are still compatibility issues, such as lines, pictures not in proper order, will be not be paid. So please be really proficient in HTML, CSS coding etc when you consider to bid for this job, because we really have got no time to waste! Thanks!
