Amend wordpress template, add features

Dear all, We are currently building a website for bringing tenants and house / flat owners together. We have a wordpress template website, which is already live. However, there are certain functionalities which we require to be coded in the backbone system, in order to offer good services. The most important part is to enable a matching between potential tenants (people looking for flats for rent), and landlords. The idea is that the landlord can put up ads for his apartments / houses for rent. He can fill in his requirements such as "smoker / non-smoker, pets allowed / not allowed, income higher than a certain sum..." and many more. The potential tenant also has to fill in his requirements: "smoking / not smoking, pets, income, etc". We wish to develop a feature which matches these requirements, so that each potential tenant gets an offer only from landlords for which he fulfils the requirements. Furthermore, we wish to development another feature called the "upload section". The upload feature will allow the potential tenant to upload files such as a certificate of credit-worthiness, his ID as a photo, etc. Please see detailed requirements attached in file.
