Design (PinPress theme) WordPress Website Home Page / Site Architecture

I have a data visualization website already built with content in place but I need a freelancer to complete the fine details including the following:

- Design home page

- Design the aesthetic features of all pages and post pages

- Integrate the current PinPress theme with a second theme having a magazine/newspaper style blog

- Create all feature pertaining to user accounts, user access, user forum, ad widgets/banners

- Site must include two types of access: (1) all types of users (2) second type of users who has access to specific pages that is not open to all users

- Site must include a pop-up on landing page, and video or other types of ad pop-up (survey, etc.) for all post pages

- Change the current font style and site must include a brilliant use of light green colour, not as main colour, but as a main element of the site features in combination with other colours

- You also design a logo for the brand
