Coat of Arms / Crest design

In the simplest terms this is a graphical design project. I require a custom designed crest for a private project I am working on. The concept is simple. A circular design, with the words "genetic standards enforcement" curving around the inside edge in white text over a black or dark blue background. Inside a shield with lion rampant, framed by gold laurels. script along bottom reading "semper ubi sub ubi". Added details at designers discretion are fine, but should not go overboard. This is a gag project, but I would like the crest to look as professional as possible within the budget constraints. Proofs (high res Gif and seperate 400x400 pixel image with all attributes legible suitable for reproduction) and exclusive rights required on completion. Regards.
