Build a Website

I'm needing a site created that will also be in mobile format also. The site's main content will be pictures. I'll explain. I will use a car for an example to make my point clear. User #1 will upload an image, let's say of an car. User #2's job is to identify that car. When he put's down what model it is. He get's points. When he includes a source, he get's more points. When he get's approved by moderators he get's even more points. Once he's done, User #1 will get notified by email that his car has been identified. He's working for a highscore and the highest score will be displayed on the homepage. I also want a counter of all the images on top right of the site. I want everyone to see how many images have been uploaded total for credibility. I want the ability of people "boosting" their image. They pay $2.00 to get the image on top of the list so they get theirs identified quickly. I also want a filter option where people can go through uploaded images based on location of the image taken, it's identity, and so on. These are the basics. To be hired you must speak clear english and you must have a good personality.
