Build an ROR website (Half completed)

Hello, I've had the unfortunate experience of changing 2 coders when building this website of mine. This website is coded on ROR. Here are the requirements of my freelancer before bidding for this project, thank you. 1) Freelancer must be skilled in ROR, heroku and bitbucket 2) Repository is on bitbucket not github 3) At the end of every milestone, code must be pushed to bitbucket and shown live for testing on heroku (account provided) 4) Communication via freelancer/email preferred. 5) We do not require daily updates. Once a week is fine 6) Note that the currency is in SGD Project Requirement: 1) Project is a marketplace website, with reviews, real-time messaging and search function (based on google API), login/registration feature. 2) CSS for lesson profile is more or less done up, tweaks on freelancer side is required. 3) Role of freelancer is to complete the lesson profile, obtain the required information from the existing code and complete it. 4) Create an inbox chat function 5) Complete the reviews function 6) For account settings, freelancer is required to complete "My Shortlist," "Lesson(s) management," and "My Review." - Refer to PDF for clarity
