Complicated, repetitive, manual photoshop work

NOTE: THE EXAMPLE IMAGE IS AT 72DPI FOR SMALLER UPLOAD SIZE, I NEED YOU TO WORK AT 300 DPI.

1. Simplify the image.
2. Separate it into 5-30 colors depending on image complexity. A leaf would require less colors than a rainbow for example.
3. "Cleaning up" and simplification of image edges so they are not jagged, too small, blurry or too close together.
4. separation of every color into a different layer, neatly labeled with description (light green, lightest green, dark green etc..)
I require;
- A Photoshop expert who can produce beautiful images and exceed my abilities in the example file, so that simplified images retain their beauty.
- Someone who is good value for money. either quick at their job but expensive, or slow and inexpensive.
- Someone who is not busy and has the time to complete the project(s) quickly.
- Someone who speaks good English and is available to communicate about the project regularly.
